Freeman Burr Appointed Interim Superintendent of CTECS

Hartford, CT; December 5, 2024 – The Connecticut Technical Education and Career System (CTECS) today announced the appointment of Freeman Burr as the agency’s Interim Superintendent. With over 30 years of experience in educational leadership, Mr. Burr is responsible for the operation and administration of the system’s schools and other educational matters for the state’s 17 technical high schools, two airframe mechanic and aircraft maintenance programs, and technical education center.
“Mr. Burr’s wealth of educational experience makes him an excellent choice to guide CTECS during this important transition,” said Dr. Alice Pritchard, Interim Executive Director of CTECS. “He will provide leadership and support to school principals and administrative teams and evaluate school performance.”
Mr. Burr is a lifelong Connecticut educator. His professional journey includes leadership positions in the Hartford Public Schools where he served as Principal, Director of Human Resources, and Director of Secondary and Intervention Schools. Most recently, he served as Superintendent of Shelton Public Schools, a position he held from 2009 to 2016.
Since retiring in 2016, Mr. Burr has remained an active leader in education. He has served as a leadership coach for first-year and early-career principals, the State Department of Education Commissioner-appointed Receiver for Winchester Public Schools, and Interim Superintendent for both Goodwin University Magnet Schools and Winchester Public Schools. His work has earned him recognition from the Connecticut State Board of Education and Outstanding Educator by the Greater Fairfield County Junior Achievement.

CTECS serves approximately 11,200 full-time students at its technical high schools and more than 3,000 adult education students at its aviation and apprenticeship programs.
The CTECS Advisory Board is currently conducting a search for a permanent superintendent.
